Secure, essential transportation for adult survivors and their families.
The Reality
Transportation is one of the single most critical barriers to escaping abuse and rebuilding independence.
Security Risks:
Standard public buses and commercial ride-shares offer zero privacy or physical security for individuals actively navigating high-risk situations or evading an abuser.
Financial Control:
According to the National Network to End Domestic Violence (NNEDV) data, financial abuse occurs in 99% of domestic violence cases, often stripping survivors of vehicle access or funds for ride-shares.

Geographic Isolation
Alachua County spans nearly 1,000 square miles. While Gainesville has public transit, rural areas are largely disconnected.

Unmet Need

Alachua County is home to dedicated crisis centers that provide vital emergency shelter and acute intervention. However, a critical gap remains for the practical steps of rebuilding a life.
There is currently no dedicated, security-vetted transportation network designed to help survivors or victims safely execute essential or ad-hoc tasks. Standard systems cover the emergency, but they do not cover the secure ride to a graveyard shift or grocery shopping on-site (e.g.)

UpLift YA!, Transport Pilot
Most traditional transportation assistance requires a recent police report, an active protective order, ongoing judicial proceedings, or an acute moment of crisis to qualify.
UpLift YA! removes these barriers. We provide free, secure, scheduled transit for the “Invisible” demographic—survivors who are actively rebuilding their lives but avoid traditional institutional help due to systemic distrust or the unconventional nature of their abuse.
SYNTHESIS
The evaluation of Alachua County reveals a definitive, unmitigated structural gap in the domestic violence continuum of care. While acute crisis extraction, emergency shelter, and legal advocacy are heavily supported by established organizations, the ongoing, daily transportation required for adult survivors to safely execute essential, ad-hoc tasks, or secure employment and achieve true economic independence remains a severe, life-threatening vulnerability.
WHY IT WORKS
The proposed UpLift YA! pilot program is unequivocally non-duplicative, addressing a critical societal failure to our community that currently forces survivors back into environments of coercive control and continue the cycle of interpersonal violence.
Strategic Integration
To operationalize this initiative successfully, ASA must execute a highly disciplined, multidisciplinary strategy. Integrating these sophisticated mechanics will transform the conceptual pilot into a highly secure, financially sustainable engine for long-term survivor empowerment.

Development Roadmap
Phase I
2026-2027 | Capital & Alliance Building
- Raising foundational funds for the program’s deep developing: operations, fleet, driver trainings, compensations, while securing cross-referral LOIs from partner agencies.
Phase 2
2028 | Logistics & Vetting
- Finalizing and securing the drivers: encrypted dispatch software, local routing protocols, compensations, and initiating strict security vetting for our first cohort of drivers.
Phase 3
2028-2029 | County Pilot Launch
- Activating the network one area at a time, to begin executing secure, ad-hoc logistics for local survivors navigating non-critical appointments and other commuting needs.
What We Are Not:
We are not an on-demand taxi service, ride-share, and we do not provide extended, recurring daily commutes. Every ride or route is a strategically planned transit executed by staff trained in the proper protocols.
